Missing usually means not shown, not gone
The first thing to check is the least dramatic: whether the Hidden collection is set to display at all. Photos allows the collection to be removed from the albums list, and a transfer can leave that setting in an unexpected state.
Before assuming data loss, confirm the Show Hidden Album setting, the Apple Account signed in on the new device, and whether iCloud Photos has finished synchronising. A library still downloading looks exactly like a library missing items.
Two different things move differently
A device transfer generally moves the Photos library, because that is a system-managed store the migration understands. It does not reliably move a third-party vault's private container, and it cannot move key material bound to the old device's hardware.
So a hidden photo inside Photos and a photo inside a vault app are entirely separate migration problems with different mechanisms and different failure modes. Treat them as two tasks.
