A useful encrypted backup survives the failure you are planning for and can be restored with credentials you still have. The best fit is the workflow you can verify, maintain and use on a compatible replacement device.
Evaluate four requirements

An upload indicator answers only a small part of this checklist. A phrase alone does not recreate missing data, and a synchronized deletion may affect more than one device. Keep those distinctions visible when comparing services.
Choose the workflow, then the product

A cloud service may be the better fit when you need broad remote access and automatic collection backup. A local vault may fit selected private files, but still needs a deliberate recovery arrangement. Do not call either universally safer without specifying the threat and the recovery requirements.
Keep the test small and reversible
Use a non-sensitive sample, retain the working original, and record which credential and steps restored it. Follow the backup checklist before migrating irreplaceable material. This selection method measures whether the workflow serves your needs; it does not certify the underlying cryptography.
